After watching media mass hysteria over hurricane Sandy on CNN for a chunk of the evening I went to bed on Monday night uncertain whether New York would still be with us by breakfast time. Yo, Big Apple, glad to wake up and find you very wet but still more or less in one piece.

I?m not sure about CNN?s reputation being intact in our house though. I don?t often watch the channel much these days, but even with Christiane Amanpour ? she?s a veteran war correspondent and grownup ? in charge of coverage of ?the monster storm from hell?, the output was completely over the top. It?s the sort of occasion when the only experts being consulted sounded like the OTT variety. And, no, little or no climatic context was provided.

By comparison, BBC1?s Six O?Clock News, which only devoted its first five minutes or so to something that hadn?t actually happened to the US eastern seaboard yet ? and didn?t live up to its billing when it did, peaking a few hours later ? was a model of reticence. As ever Radio 4 is both calmer and more informative. All those misleading pictures often get in the way.

I won?t be back on CNN in a hurry, which is worrying ? and not just for CNN either because intense competition between rival media in search of readers and viewers leads to hype and hysteria which must put off many customers. Even those in search of lurid sensation go off in search of even dafter novelty when they tire of waiting to see if CNN?s intrepid reporter in storm-torn Atlantic City ? his name was Ali ? would be picked up by the wind and blown into the sea (or the ?literal Niagara Falls? as one eyewitness called the ocean).

In fairness I should concede that this has been a very big storm and a pretty serious event: 13 deaths, flooding in lower Manhattan, loss of power, evacuation of hospitals and low-lying areas (200,000 New Yorkers live less than four feet above sea level), the closure (every cloud has a silver lining?) of Wall Street.

Some 60 million people have been affected in the US alone, solemnly warned by CNN that if they lost their electricity supply, food and medicine in the fridge might perish! I tell you, it?s hell out there in the freezer section.

It?s also right that the authorities should persuade those seriously at risk to take that risk seriously, not least because officialdom knows it will be blamed anyway. Be sensible, stay indoors. People who normally lead safe lives are often not good at risk assessment ? they worry about the wrong thing.

As Jonathan Watts reports on the Guardian?s storm live blog, 69 people died when Sandy devastated the Caribbean, and Haiti was badly hit as usual. Alas, there are few global media corporations or foreign correspondents in Port-au-Prince, less medicine in the fridge too, so it made less of an impact. But Sandy has already been around for 10 days.

We all understand how these things work. Extreme weather makes for great TV pictures. There?s even a dedicated weather channel out there somewhere, where you can watch hurricanes or snow storms all day if you like. The same pictures of storm-lashed harbours (or if it were riots then burning buildings) come round time after time. Only the dramatic pics are shown. One ends up unsure how serious a crisis has really been.

Not everyone sounded as if the end of the world was at hand. Bloomberg News seemed calmer. Mayor Mike Bloomberg (they are related) of New York was a model of calm, as Rudolph Giuliani was in New York?s real trauma, the 9/11 attacks ? a benchmark event that should have helped provide the city with perspective.

Mitt Romney and Barack Obama both cancelled campaign events. The president returned to the White House and said all the right things. But he looked tired and sounded disengaged. Obama doesn?t do empathy well. He was almost as hopeless as his Republican challenger safely above high tide in the mid-west.

Since Romney wants to abolish the Federal Emergency Management Agency and leave things to individual states, there may be some advantage for Obama here. He still believes federal government can make a difference. One word ? Katrina ? the hurricane that devastated New Orleans in 2005 when warnings were ignored at local, state and federal level, suggests they need better government to take strategic precautions.

Talking of which, the one phrase I didn?t once hear on CNN last night ? or on the BBC ? was ?climate change?. In other words, context, the big picture. Climate, not mere weather. Was the scale of hurricane Sandy the product of a warming planet? Some experts say it?s a contributory factor.

I don?t know the answer. That?s way beyond my pay scale. What the telly boffins were saying was that its 1,000-mile size was the result of three specific weather events colliding: a traditional Caribbean hurricane, cold air coming down from the north and a high pressure system whose contribution the A-level geographer in me didn?t quite understand.

Consulting Google College (?we never close?) this morning, I quickly found this sensibly tentative analysis, which highlights warmer seas and melting icecaps. Both point to more flooding of port cities located by the sea, as port cities tend to be.

There was one passing reference to a thinner icecap at the north pole which I caught on CNN last night. Perhaps the channel carried more when the excitement of the moment had passed. I hope so, not least because New York ? the second most exposed US port after New Orleans ? has apparently been talking about anti-surge barriers for years, but not acted.

London of course has had its Thames Barrier, second in size only to the Dutch big boy, since 1984. It was closed four times in the 1980s, 35 times in the 90s, and 75 times in the first decade of our century. Those wimpy Europeans do get some things right.

So Americans should ponder, though I?m not sure if enough of them will do. I heard a US expert this morning ? on the radio of course ? saying that the eastern seaboard had experienced a series of extreme weather events these past 15 months. Hurricane Irene last year, a savage October snowfall ? ?these are things we have not seen before in recorded history?.

Quite so. Now I must try to find out what happened to CNN?s on-the-spot reporter in Atlantic City. When I last saw Ali he was no longer staggering around a windswept street as if he expected to be whisked into the air. I?ve reported a US hurricane from a deserted Corpus Christi in Texas. My hurricane was also a media anticlimax ? but they?re scary.

The city looked calmer and Ali?s authority was undermined by three kids dancing in the street behind him. It all looked a bit showbiz, and safely at home behind the Thames Barrier we unkindly wondered whether CNN?s commercial sponsors would have asked for their money back if Ali had been swept away during an ad break.

Fewer rebates offered, but deals are getting better

Seen any good rebates lately? Rebate offers are on the decline ? a trend that?s been going on for several years. But the ones that are still available can help stretch your budget.?

The editors at dealnews.com recently analyzed the numbers and found that manufacturers are opting for quality over quantity.

"While the sheer number of rebates is going down, we've found that the number of high-quality rebate deals is going up,? said Lindsay Sakraida, features director at dealnews.

In my book, that?s good news, because mail-in rebates are a pain. Who wants to go to all that work for just a few cents, knowing that in many cases the rebate check will never arrive?

Thankfully, many rebates can now be done online. Sakraida says Web-based rebates have become more popular with visitors to the dealnews site.

?People are more willing to click on the rebate deal because they're a better value,? she told me. ?Deals that require rebates these days are giving you an all-time low price or a rare discount, so consumers are a little bit more willing to put up with that extra step."

The dealnews analysis shows tech products most often have high-value rebates. That?s especially true with solid state hard drives right now. So far this year, nearly half of the rebate offers on these hard drives gave shoppers best-ever prices, or close to them, for their respective storage capacity.

Rebates are still popular on computer software. It?s not uncommon to find ?free after rebate? offers ? the ultimate prize for a savvy shopper ? on security software.

For example, right now at newegg.com Symantec has a free after-rebate offer on Norton Antivirus 2013. You pay $35 and get a $35 prepaid card by mail. Buy Bitdefender Total Security 2013 at FRYs.com and you make a penny. You pay $49.99 (shipping is free) and get $50 back after the mail-in rebate. Both of these offers expire on Nov. 1.

Be advised: The rebates for some ?free? software deals are only good if you upgrade from one version of that program to another.

The bottom line

Free money is always good, so it would be silly not to take advantage of a rebate offer. But it?s just as foolish to buy something with a rebate and not claim your money back.

Manufacturers love it when customers don?t follow through. They count on the fact that a significant percentage of shoppers will be attracted to the ?after rebate? price, but forget to submit the rebate claim. Don?t leave this money sitting on the table.

The Federal Trade Commission offers these tips for successfully claiming a rebate:

  • Follow the instructions on the rebate form and enclose all required documentation in the envelope when filing for a rebate.
  • Make a copy of all paper work to be mailed when applying for a rebate. It's the only record you will have of the transaction if anything goes wrong.
  • Contact the company if the rebate doesn't arrive within the time promised.
  • If the rebate never arrives or arrives late, file a complaint with the Federal Trade Commission, your state attorney general or the local Better Business Bureau.

NCAA approves tougher sanctions for rule-breakers

(AP) ? The NCAA passed a package of sweeping changes Tuesday intended to crack down hard on rule-breaking schools and coaches.

Under the new legislation, approved by the 13-member board of directors, programs that commit the most egregious infractions could face postseason bans of two to four years and fines stretching into the millions, while coaches could face suspensions of up to one year for violations committed by their staffs. The board also approved measures to expand the penalty structure from two tiers to four, create new penalty guidelines and speed up the litigation process.

The vote ends a movement that started in August 2011 during the midst of one of the most scandalous years in college sports history. NCAA President Mark Emmert was so concerned that he asked dozens of university leaders to join him at a presidential retreat in Indianapolis.

It was then that Emmert, along with school presidents and chancellors, said they were going to get tough on those who refused to play by the rules.

Now they have.

"We have sought all along to remove the 'risk-reward' analysis that has tempted people ? often because of the financial pressures to win at all costs ? to break the rules in the hopes that either they won't be caught or that the consequences won't be very harsh if they do get caught," Emmert said. "The new system the board adopted today is the result of a lot of hard work and membership input devoted to protecting the collegiate model."

Under the plan, violators found in a "serious breach of conduct" with aggravating circumstances could get those postseason bans and be forced to return millions of dollars from specific events or gross revenue generated by the sport during those years in which rules were broken.

That's exactly what happened to Penn State in the wake of the Jerry Sandusky scandal. The NCAA banned the Nittany Lions' football program from postseason play until after the 2016 season and levied a $60 million fine on the school.

If a member of the coaching staff commits an egregious infraction, the head coach must prove he or she was unaware it occurred or face a suspension that ranges from 10 percent of the season to one full season.

"We expect head coaches to provide practices and training and written materials that instruct their assistant coaches how to act," said NCAA executive committee chairman Ed Ray, the Oregon State president. "If they've done that it can become mitigating evidence that they shouldn't be held accountable for what the assistant coach did. But head coaches have to have these things in place or the presumption will be that he or she didn't care enough to set standards. In that case, if the assistant goes rogue, then it's partly the head coach's fault and they need to be held accountable."

Another piece of the plan allows the NCAA to scrap its current system of major and secondary infractions for a four-level stepladder ? severe breach of conduct, significant breach of conduct, breach of conduct and incidental issues. The board is hoping this allows the enforcement staff to focus primarily on the most serious cases.

What if the new policies don't the stem the tide of cheating? The NCAA could make additional changes.

"We'll continue to evaluate it and if we recognize something is not working in the right area, that's a step we will rectify," NCAA director of enforcement Chris Strobel told The Associated Press on Monday.

The legislation also creates standard penalty guidelines, something schools and college fans have long argued the NCAA needed, and board members also approved a measure to expand the infractions committee, from 10 to up to 24 members. They're hoping the committee will use the extra members in a rotation so hearings can be held 10 times per year instead of the current five ? in hopes of breaking the backlog of cases that has traditionally bogged things down.

Infractions that occur as of Tuesday but are not resolved before Aug. 1. 2013, will be subject to the new sanctions. Schools currently under investigation, such as Miami, also could be hit with the new penalties if their cases are not resolved before Aug. 1, too.

"The committee on infractions could proceed under the new standards or could apply the penalties under the old standards, based on whatever is more beneficial to the institution," Strobel said.

Emmert has backed every legislative piece of the reform movement.

Last fall, the governing body passed a measure calling for tougher eligibility requirements on incoming freshmen and junior college transfers; another that tied academic performance to postseason eligibility; a third that give schools flexibility to offer multiyear scholarships or stick with the standard one-year scholarships (it withstood an override attempt); and a fourth that allowed student-athletes to collect stipends of up to $2,000.

The stipend plan was shelved, though Emmert wants to put it in place. That is unlikely to happen before the board's January meeting and maybe later. Another committee is trying to shrink the NCAA's massive rule book, but no formal proposal is anticipated before January.

?Mom, why do we have to get rid of squirrels??? My four year old daughter looked up at me, her blue eyes filling with tears.? She?d been a little touchy lately, especially after her fish Leon died.? My son is allergic to most pets ? cats, dogs, rabbits, ferrets.? We had hoped that a tiny Siberian hamster would be okay, but he broke out in a rash as soon as he got near one.? So, our family is a fish family.

We made a big production of taking a Saturday morning to go pick out the perfect aquarium for our house, and each of us got to pick out a fish.? My husband hates the idea of fish as pets, but he saw how important it was to our kids, so he relented and the family took a trip to a local aquarium store.? Normal pet stores cause an allergic reaction in my son, so a specialty store was the only way to go.? We had to drive about thirty minutes, and spent a good hour picking out an appropriate aquarium and the fish to put in it.? Everyone wanted a different fish, but not all fish get along well.? Fortunately, the employee was very patient with us and helped us get everything, and every fish, we needed.

My daughter got a little blue fish that looked like it had neon stripes on it.? She was so proud of it.? I have no idea where the name Leon came from, but that?s what she called it.? My husband set up the new aquarium, we got the water levels and chemistry correct, acclimated our new family members to their new home, and taught the children the appropriate care and feeding procedures.

But, then, my daughter got a little overzealous early one morning.? She decided all the fish needed more food, and she poured the flakes all over the surface of the water.? As soon as I walked out of my bedroom to make everyone breakfast, I saw the catastrophe, and quickly scooped up as much as I could.? By then, though, it was too late for Leon.

My daughter cried bitterly, dealing with the death of a beloved pet at an early age.? Which is why I found myself having to explain to her, very carefully, why we have to get rid of squirrels.

Two days ago, I noticed my son was getting more and more rashes.? An allergic reaction to something, but I couldn?t figure out what it was.? I quizzed him to see if his class had a new pet at school, or if he played at a friend?s house who had a pet.? It turned out, after quite an extensive investigation, that we have squirrels in the attic.? We found out early enough so that they hadn?t done a lot of damage, but they?d soiled some of the insulation up there.? I called Allstate Animal Control and arranged for someone to come out and get rid of squirrels, and my daughter overheard me.? Apparently, she had thought they were her new pets.? I explained the squirrels were just confused and thought our house was a good place for them to live, but that they really needed to live out in the trees.? We also made a second trip to the fish store that day.

L. Byron Culver to speak Sunday of family and Irvine history | culver ...

For most Irvine residents, Culver Drive is a main transportation artery that crosses the city from the Santa Ana Foothills to UCI.

For L. Byron Culver, it's personal.

Culver Drive was named for Fred Culver, one of the most successful farmers on the Irvine Ranch. Even though he was a hunchback, he was one of the most skilled mule handlers on the ranch.

The busy road was named for his family, specifically his great uncle Fred Culver who was one of the most successful farmers on the Irvine Ranch. Long before Irvine was a master planned community of more than 200,000 citizens, it was an agricultural powerhouse. In 1918, there were 11 members of Byron Culver's family farming there.

"My Dad always had a great love for Orange County," Culver said recently. "He didn't talk much, but when he did, he shared his stories with me."

Culver along with his cousin Dottie Haskell will tell stories about their family from their book "The Culver Family: Then and Now" from 3 to 5 p.m. Sunday at the Irvine Historical Museum, 5 San Joaquin. There is a suggested $30 donation for the lecture which includes membership to the Irvine Historical Society.

Born in 1926, Culver was part of a large, extended family. Money was tight on the Northern California farm where his family had settled.

"As soon as there were children in the family, we started getting together; for birthdays and holidays, for everything."

During these family gatherings, Culver was treated to stories from his many relatives, stories that remained with him for life.

He learned about his Great Uncle Fred who, despite being a hunchback, was one of the best mule handlers on the Irvine Ranch. Fred "Humpy" Culver treated his mules like beloved pets and was never happier than when he was harvesting lima beans behind a 30-mule team. He farmed more than 3,000 acres on the ranch, and when he died at 31, he left behind a sizeable inheritance.

In those days, Fred Culver's impressive home and windmill was known as Culver's Corner, a local landmark that could be seen from as far away as Tustin. Today, Culver's home would be near the intersection of the 5 Freeway and Culver Drive. Culver's Corner was a notoriously dangerous crossing. Many collisions occurred in front of the house which acted as a makeshift hospital for the injured.

Then there were the stories of Byron's own grandfather, Fred's brother Willard, who bravely joined a local posse in 1912 as they chased after the Tomato Springs Bandit. Nearly 200 men followed drifter, Joe Matlock, into the foothills north of today's OC Great Park. When the gun battle ensued, Deputy Sherriff Robert Squires became the first Orange County law officer killed in the line of duty. Willard Culver lost his leg below the knee. For the rest of his life, Willard "Gimpy" Culver was remembered for his part in one of "Orange County's bloodiest battles."

Willard Culver ran the blacksmith shop on Central Avenue, now known as Sand Canyon. There he kept farm machinery in good repair and made horseshoes and wagon wheels. He lived nearby with his wife and nine children, including Byron, Culver's father.

"My aunts and uncles told me all of the old Irvine Ranch stories," Culver explains. "And since I seem to remember everything since I was 3 years old, I decided to write them down."

With the help of his cousin Haskell, Byron Culver embarked on a 3-and-a-half-year journey to preserve his family's history in California. His relatives helped him on this quest by providing pictures and memorabilia from their various family cedar chests. The most valuable treasure was a meticulous diary kept by the first Culver to come to California, Byron's Great, Grandfather Francis.

Transcribing this lengthy document was both a challenge and a joy for Haskell.

"I came to love my Great-Great Grandfather Francis." She explains. "He never complained; he was never judgmental. He was a nice man. I feel like I know him now."

The result of their hard work is an 820-page hard cover book, "Culvers: Past and Present." This impressive volume is filled with Culver stories, images and family trees. But interspersed among the personal material is the rich history of California itself, making it a valuable research resource for anyone; even if their last name isn't Culver.

This Sunday, before Culver and Haskell speak at the Irvine Historical Museum, they will have lunch with three generations of their family at Knowlwood's Restaurant in Old Town Irvine. It's only fitting after all, since the historic building was originally Willard Culver's blacksmith shop.

When asked if he minded that his family's memories are part of a restaurant, Byron Culver responded,

"I think it's wonderful. I blow up like a balloon when I walk in there. I'm very proud of my family's history, and I love to see that it's being maintained."

(AP) ? Goodyear Tire & Rubber Co. said Friday that its third-quarter net income fell by nearly one-third as lower tire sales in Europe offset cost savings and higher North American profits.

The company's results fell short of Wall Street expectations, and it said in a statement that more cost cuts are coming because of economic uncertainty. No details were given.

The tire maker's results highlight a problem that is plaguing many global companies in auto-related businesses. Strong profits in North America are being erased by falling earnings in Europe as the region's economy continues to unravel on concerns about government debt.

Shares in the Akron, Ohio, company fell 71 cents, or 5.8 percent, to $11.59 in premarket trading.

Goodyear reported net income of $110 million, or 41 cents per share, for the three months ended Sept. 30. That's down from $161 million, or 60 cents per share, a year earlier.

Excluding one-time items such as restructuring costs and asset write-offs, the company made 53 cents per share. Analysts polled by FactSet expected 59 cents per share.

Revenue fell 13 percent to $5.26 billion as the slowing European economy cut tire sales. Analysts expected $5.87 billion.

Goodyear said operating income in its North American business grew 67 percent to $130 million, even though it sold fewer tires. But income in Europe, the Middle East and Africa plunged almost 60 percent to $105 million. Operating income also fell in Latin America but rose slightly in the company's Asia Pacific region. Goodyear also said its global revenue per tire rose 5 percent over a year ago.

Goodyear said it has reached its cost-cutting target of $1 billion ahead of its plan, but the company said it will take additional, unspecified actions.

"The structural improvements we made in our North American business are producing results," Chairman and CEO Richard J. Kramer said in a statement.

Goodyear said tire sales for the quarter totaled 41.8 million, down 12 percent from 2011 mainly due to weaker sales in Europe.

Spokesman Keith Price European stores stocked up on winter tires last year but didn't sell them due to a lack of snow. Now they've got inventory left to sell, plus they're cutting stockpiles due to the weak economy, Price said.

The company also was hit by unfavorable currency exchange rates and lower chemical sales in North America.

Goodyear said it expects fourth-quarter tire sales to remain soft, 3 percent to 5 percent below the 2011 figures.

For the full year in North America, the company expects the consumer replacement tire market to fall 2 percent to 3 percent, but demand from automakers for new-car tires will rise 8 percent to 10 percent. The commercial tire replacement market is expected to fall 6 percent to 8 percent, while original equipment sales will rise 6 percent to 8 percent.

Raw material costs are expected to rise about 7 percent for the year, Goodyear said.

My husband will turn 67 in a few months, and he's still working four -- sometimes five -- days a week. For him that's a huge cutback, but not very many people would call that retirement.

About a month ago, he announced at breakfast that he was meeting with his boss and intended to tell him that he planned to retire totally next April. In one way, I was delighted with this retirement planning news because it would give us more freedom to spend winters where it is warmer than it is in Detroit (almost anyplace).

Otherwise, the more I thought about having him spending his days at home with no job, the more concerned I got. What was he going to do all day? And would I have time to keep working, which I enjoy? Fidelity Investments did a survey last year and found that 62 percent of spouses don't agree on retirement timing -- so I'm not alone.

When I was too young to worry about this kind of thing, I was friendly with the wife of a co-worker who was in his 80s and still on the job daily. His wife told me that if he ever retired, she was going to have to pack up and move in with her sister in Indiana. I thought that was a reflection on the stability of their very long marriage. But now I know it was just the normal reaction of a wife who goes a little crazy when she considers the possibility that her husband will be underfoot with nothing to do all day long.

So far, I've dodged this bullet. My husband came home from his conversation with his boss with the news that he's going to keep working -- at least until his boss retires, which isn't imminent. Thank goodness.

Once in awhile, I kvetch about my husband working when I would like to be playing, but after this close call, I'm keeping my mouth shut.

In veteran-heavy states, military issues magnified

NORFOLK, Va. (AP) ? The far-flung swing states that have the most sway in the presidential election have something else in common ? a large share of military veterans who are getting special attention from the fiercely dueling campaigns.

In a White House campaign this hard-fought, no interest group can be ignored. But veterans are an especially prized group since so many live in battlegrounds including Colorado, Florida, New Hampshire, Nevada, North Carolina and Virginia.

Backing those who have served the country also sends a feel-good patriotic message to the electorate at large. And although veterans traditionally lean Republican, both candidates see an opening to win over veterans this year.

The next president will face U.S. troops returning from Afghanistan and a continuing budget crisis with veterans benefits under scrutiny.

Navy veteran Rob Meurer fears for his own livelihood at a northern Virginia aerospace manufacturer if military spending cuts are enacted during a second administration for President Barack Obama. Defense cuts "could devastate our military and our business," Meurer said.

At the other end of the state, Hampton Roads area Air Force veteran Lawrence Ewing fears the quality of his health care will suffer should the government privatize benefits under Republican Mitt Romney.

"We simply cannot afford cuts to the VA," Ewing said.

The candidates are reaching out to veterans in all nine of the most competitive states as part of a system of targeting voters by specific backgrounds and lifestyle. Veterans account for about 17 percent of registered voters nationally, but more than that in most of the battleground states. It's a predominantly male voting bloc, one with a high propensity to register and turn out, which could help Romney offset Obama's edge among female voters.

Florida has the most with 1.6 million veterans ? one-fifth of the state's registered voters ? as well as nearly 30 military bases or installations. Among the battleground states, Nevada, New Hampshire, Colorado and North Carolina also run higher than average, and have varying combinations of bases, military academies and veterans' centers.

But nowhere is fight over the military vote more apparent than in Virginia, the home of 822,000 veterans. Many live in the shadow of Norfolk Naval Station, the world's largest naval base. The sprawling complex has a population the size of Orlando, Fla., and is the economic magnet of Tidewater region.

Reminders of the military's dominance are everywhere in the Norfolk area. Fighter jets roar overhead of rows of imposing warships docked in Hampton Roads Harbor.

It is also home to the Norfolk Naval Shipyard, in nearby Portsmouth, the Navy's largest industrial installation. And Virginia has production facilities for a long list of military contractors such as General Dynamics, Lockheed Martin and Northrop Grumman, who together employ hundreds of thousands in the state.

Romney promotes a military buildup and links Obama with a deficit-reduction plan supported by Republicans and Democrats alike in Congress that would cut military spending and cost potentially thousands of defense industry jobs. Romney's running mate, Rep. Paul Ryan, also voted for the cuts as laid out in the "sequestration" that lawmakers passed during the summer 2011 budget deal.

Romney says GOP lawmakers made a mistake in supporting the plan. Obama too has vowed that the automatic cuts will not take place.

"Nothing is more important than keeping America strong, and you hear it in Romney," said Bob Anderson, a retired Navy veteran from Milburn in northern Virginia.

Romney and Obama are running neck and neck in Virginia, a state Obama carried in 2008 and which Romney needs to reach the electoral threshold.

"Unlike cutting the military as this president would do by a trillion dollars, I will instead maintain our military strength because that is because America's military must be second to none and so strong that no one would ever test us," Romney said last week at a rally in Leesburg, Va.

Romney also accuses Obama of doing too little to expedite the backlog of claims for disability, pension and educational benefits at the Department of Veterans Affairs. That criticism echoes through a Virginia Beach Republican phone bank, where veterans and their spouses volunteer.

"Veterans always found more for us. We need to find more for them," said Elizabeth Blackley, a veteran wife and Virginia Beach volunteer.

Overall, veterans' issues don't even crack the top 10 in national polls of campaign priorities, where the federal budget deficit, health care, terrorism and illegal immigration run far behind jobs.

The veteran vote has hardly been a bellwether in recent elections.

In 2008, Republican nominee John McCain, a Vietnam War veteran and former prisoner of war, beat Obama, who has no military experience, by 10 percentage points among voters who said they had served in the military, according to exit polls. Republican President George W. Bush in 2004 won 57 percent of voters who said they had served, compared to 41 percent for Democrat John Kerry, a decorated Vietnam War veteran. Bush had served in the Texas Air National Guard.

Romney, who has no military service, led Obama among active duty military and veterans, 59 to 37, in a national Gallup poll taken this month.

Although trailing with veterans overall, Obama leads among younger and minority veterans.

The president points to winding down wars in Iraq and Afghanistan, increasing the budget for the VA and enacting programs aimed at providing veterans with education, employment and housing.

"When our troops come home and take off their uniform, we will serve them as well as they've served us -- because if you fought for this country, you shouldn't have to fight for a job or a roof over your heard when you come home," Obama said last month in Miami.

Obama's outreach in specific niches of veterans that reflect his overall appeal are seen as keys to keeping Romney at bay in Colorado, Florida and Nevada.

"The veterans' community is not monolithic," Obama's veteran outreach coordinator Rob Diamond said.

Obama's team has in turn criticized Romney for suggesting last year he was open to allowing a private-insurance voucher system for veterans' health care.

That suggestion so troubled Vietnam veteran Ed Meagher of Great Falls, Va., that he began volunteering for the Obama campaign. The retired VA administrator now leads Obama's campaign outreach for veterans in northern Virginia.

"I tell fellow vets, if you're willing to say vets should be willing to take cuts like everyone else, I just have a big problem with that," said Meagher. "That's a violation, and it's dishonorable."

    Defence Minister visits NZ troops in Sinai

    Minister of Defence Dr Jonathan Coleman and Chief of Army Major General Tim Keating today visited Kiwi troops at North Camp in the Sinai Peninsula.

    "It was a great opportunity to talk with our 28 strong Kiwi contingent who form part of the Multinational Force and Observers (MFO) deployment that helps maintain peace between Israel and Egypt in the Sinai," said Dr Coleman.

    "Our people are doing an excellent job as drivers, trainers and key operational planning personnel who contribute a huge amount to the MFO," he said.

    New Zealand troops have been continuously stationed with the MFO in the Sinai since the start of the mission in 1982.

    "Major General Warren Whiting, the overall commander of the MFO, is also a New Zealander and the visit was a good opportunity for full briefings on the security situation in the Sinai.? Our contribution to the MFO is an important one that is much appreciated by the Egyptian Government," said Dr Coleman

    The Minister also met with the Director General of the MFO, Ambassador David Satterfield, and held a well-attended defence function in Cairo.?

    He will meet with the Egyptian Defence Minister, Colonel General El Sissi and members of President Morsi's Freedom and Justice Party prior to returning home.

    Can Mitt Romney sway Jewish voters with 'apology tour' quip?

    By questioning President Obama's support for Israel, Mitt Romney made an appeal to Jewish voters in Monday's presidential debate. Previous Republicans have failed to make inroads.

    Perhaps the sharpest exchange in Monday night's presidential debate signaled that, once again, Republicans hope they can peel away crucial Jewish votes from a Democratic presidential candidate. But this time, Mitt Romney appears to think he has fresh cause for optimism.

    At one point in Monday's debate, Mr. Romney accused President Obama of taking an ?apology tour? in the Middle East while not visiting Israel. Mr. Obama, visibly angry, called the charge, ?the biggest whopper that?s been told during the course of this campaign.?

    Though the Jewish community is not very large ? probably not much more than 2 percent of the total American population ? the Jewish vote is important because it is significant in Florida, Nevada, as well as other crucial swing states.

    Every four years, the Republicans think they will make inroads with Jewish voters in Florida, says Susan MacManus, a professor at the University of South Florida. ?And every four years it does not come to fruition.? Democrats have won at least 76 percent of the Jewish vote in every presidential contest since the Clinton administration.

    But Romney's offensive against Obama Monday suggests that he is counting on two things: Not only is he a steadfast supporter of Israel (at a time when the president's commitment to Israel has been questioned), but he is also personal friends with Israeli Prime Minister Benjamin Netanyahu, who is trying to remain neutral.

    ?Historically, no Democrat has been elected to the White House with anything less than 70 percent of the Jewish vote,? says Andrew Polsky, a political scientist at Hunter College in New York and author of the book, ?Elusive Victories, the American Presidency at War.?

    ?What Romney is trying to do is to whittle way at the margin.?

    How Romney is trying to whittle away was apparent in the debate on Monday night at Lynn University in Boca Raton, Fla.

    In mentioning a trip Obama made to Egypt, Saudi Arabia, Turkey, and Iraq, Romney said: ?And then in those nations, and on Arabic TV, you said that America had been dismissive and derisive. You said that on occasion, America had dictated to other nations.?

    ?And by the way, you skipped Israel, our closest friend in the region, but you went to the other nations. And by the way, they noticed you skipped Israel,? said Romney.

    Obama responded by calling it a lie. He noted that he had visited Israel four years ago.

    ?I didn?t take donors. I didn?t attend fundraisers. I went to Yad Vashem, the Holocaust museum there, to remind myself of the nature of evil and why our bond with Israel will be unbreakable,? he said.

    Aside from raising doubts about Obama?s loyalty to Israel, Romney also was trying to score points with Christian fundamentalists, says Professor Polsky.

    ?Christian fundamentalists are strongly pro-Israel,? he says. ?Romney has problems stimulating his Republican base so anything where he can get a strong turnout of them on Election Day is important.?

    Four years ago, Obama won 78 percent of the Jewish vote, according to the Jewish Virtual Library. However, winning the Jewish vote does not guarantee victory. Al Gore lost in 2000 while carrying 79 percent of the Jewish vote.

    ?Jewish voters lean Democratic, but they are not a captive group,? says Polsky, noting that other groups, such as African-Americans, vote for Democrats even more consistently, so there is little incentive for Republicans to appeal to them.

    One indication that Romney has made at least some inroads: He is getting significant support from Sheldon Adelson, a casino magnate, who is the largest single donor to the Republicans. Mr. Adelson, who is politically conservative, is a supporter of Mr. Netanyahu, the leader of the conservative Likud party.

    Romney has been friends with Netanyahu since the 1970s, when the two worked as consultants in Boston. They have since remained in close contact, according to press reports.

    The largest area for Jewish voters is New York and New Jersey. However, Obama is leading in both states by significant margins. However, in Florida, the race is very close, according to recent polls.

    ?In Florida, the Jewish vote does matter,? says Lee Miringoff, director at the Marist College Institute for Public Opinion in Poughkeepsie, N.Y. ?We?re talking about moving a few voters.?

    The debate over foreign affairs resonated deeply in Florida for a number of reasons, says Professor MacManus.

    ?Florida has a large number of senior citizens who are concerned about the drop in respect for America as well as a large number of active-duty military and retired military,? she says.

    But Romney's charge had been well documented before Monday, she adds. ?I don?t think that changed a lot of minds based on that exchange.????

    On Tuesday, Ed Koch, former mayor of New York City and an influential voice within the American Jewish community, said he was satisfied with Obama?s support of Israel. In the past, Mr. Koch has been critical of Obama's Middle East policy, and Romney had been trying to get Koch's support.

    ?It would be very helpful if the President issues a public statement that the U.S. will respond militarily against Iran, if that country launches an attack upon Israel,? he wrote in a blog.

    But he said he would do whatever he could do to reelect Obama, since he favors the president?s positions on domestic issues.
