An overall 2.57% United States Postal Service rate postage rate increase is scheduled to take effect on January 27th, 2013.
The interesting thing about postage rate increases is that they are typically not distributed equally across all classes of mail. As a result trying to determine exactly how the increase will impact you can be quite confusing.
The purpose of this short article is to break down how the
rate increase impacts the different classes of postage. As a bulk mail
professional, I'm most interested in the impact on letter-sized pieces and
Every Door Direct Mail.
Each year, the USPS is allowed to raise rates. As long as the proposed rate increase falls within the rate of inflation, there's no need to for approval from the US Congress or any other entity.
Every Door Direct Mail: The rate increase for Every Door Direct Mail is over 10%! Wow! Postage for Every Door Direct Mail retail has increased from 14.5 cents to 16 cents apiece. This is shocking to me. When the program was first introduced postage was just 14.2 cents apiece and then increased to a modest 14.5 cents. I'm concerned that the USPS might be pricing itself out of the market with this its fastest growing program, and I'm frankly very disappointed with this decision.
First Class Letter-sized Mail: Rate changes to first-class mail always seem to get the most attention because at some point or another, everyone has to purchase a stamp and mail a letter. Here?s the impact:
If you want to avoid having to think about the postage
increase for individual mail pieces, it's probably a smart idea to stock up on
forever stamps. Unfortunately, there's no such thing as forever stamps for bulk
mail.
First Class Presort Letter-sized Mail: First of all, there's a lot of confusion about first class presort mail. It's a discounted form of first class mail; even though it's a type of bulk mail, the mail receives first class treatment.
To take advantage of first-class presort, you need to have a minimum of 500 pieces of mail. For letter-sized mail pieces, the postage is typically 10 cents less per piece. As far as the rate increase goes, rates for letter-sized first class mail pieces will increase on average about 1 cent apiece (between 2.7-2.9%).
Presort Standard Letter-sized Mail: This is the most common class of "bulk" mail. Unless you're a nonprofit, you probably mail your marketing materials at this rate.
Postage for letter-sized pieces mailed using this class are increasing on average about half a cent apiece. From a percentage point-of-view this amounts to somewhere between 1.4% - 2.1%. Essentially this is a kinder price increase than what you'll experience with first-class presort.
Nonprofit Letter-sized Mail: Unfortunately, there's no good news for US-based nonprofit organization who rely on bulk mail for their fundraising. On average, letter-sized nonprofit mail will increase about 3.25%. This is actually higher than the average increase and again a big disappointment, and most likely a representation of their collective lack of clout with the folks tasked with this decision.
Despite extreme growth with online marketing activities by nonprofit organizations, on average, direct mail marketing still accounts for the majority of funds raised. This will be an especially painful increase for charitable organizations.
In summary, it seems like the biggest losers with this rate
increase are nonprofit fundraisers and small businesses who rely on Every Door
Direct Mail to attract customers to their businesses. Clearly the USPS has a
lot of challenges, but each time rates are raised, the USPS is incentivizing its
most loyal customers to find alternate communication vehicles for their
customers, prospects and donors.

ScienceDaily (Nov. 28, 2012) ? An international team led by researchers from the University of Warwick and Oxford University is now dealing with unexpected results of an experiment with strongly heated graphite (up to 17,000 Kelvin). The findings may pose a new problem for physicists working in laser-driven nuclear fusion and may also lead astrophysicists to revise our understanding of the life cycle of giant planets and stars.
The researchers were attempting to get a better understanding about how energy is shared between the different species of matter, especially, how it is transferred from strongly heated electrons to the heavy ionic cores of atoms that have been left cool. The difference in temperatures between the hot electrons and cooler ions should level out quickly as the electrons interact with the ions; thus, the time it takes to reach a common temperature is a good measure of the interaction strength between the two. This interaction also defines, for instance, how heat or radiation is transported from the inside of a planet or star to its surface and, thus, planetary and stellar evolution. The process is also essential for nuclear fusion where the electrons are heated by fusion products but the ions need to be hot for more fusion to occur.
Previous experiments, using direct laser heating, have been plagued by uncertainties in target preparation and heating processes complicating observations and analysis. Moreover, theoretical models struggled to explain the long temperature equilibration time found experimentally. The team led by researchers from Warwick and Oxford hoped they could resolve this difference by devising a much more precise experiment. Instead of direct heating by a laser, they have employed intense proton beams created via a novel scheme of laser-driven acceleration. Heating by the protons results in much better defined conditions as the protons heat only the electrons but for the entire sample. As a result the researchers obtained a clean sample with electrons at 17,000 Kelvin whilst the ions remained at around room temperature of 300 Kelvin.
However, the researchers found that rather than eliminating the gap between the model and the observed results the difference significantly increased. Their more precise experiment in fact shows that the equilibration of the temperatures for hot electron and cool ions is actually three times slower than previous measurements have shown and more than ten times slower than the mathematical model predicts. This means that the basic process of electron-ion interaction is only purely understood. As the same process also governs many other material properties, the results have wide implications from material processing to inertial confinement fusion to our understanding of astrophysical objects. This intriguing result becomes even more important if combined with previous indications for much hotter systems: all these data point to a more general lack of understanding when researchers model electron-ion interactions.
Dr Dirk Gericke from the University of Warwick said: "This is an intriguing result which will require us to look again at the plasma physics models but it will also have significant implications for researchers studying planets and white dwarf stars. My laser-fusion colleagues who depend on their lasers delivering a lot of energy simultaneously to both ions and electrons will certainly be interested in our findings as well."
Dr Gianluca Gregori from the University of Oxford said: "I think the results send theoreticians back to the drawing board when modelling the interactions between particles in dense matter. The wide range of implications and the huge range in temperature, where these issues were found, make the results so important."

NEW YORK (AP) ? A former hedge fund portfolio manager was arrested Tuesday in what prosecutors called perhaps the most lucrative insider trading scheme of all time ? an arrangement to obtain secret, advance results of tests on an experimental Alzheimer's drug that netted more than $276 million for his fund and others.
The case also led authorities to investigate the activities of one of the nation's wealthiest hedge fund managers, billionaire Steven A. Cohen.
The portfolio manager, Mathew Martoma, was accused in U.S. District Court in Manhattan of using the information to advise other investment professionals to buy shares in the companies developing the drug, then later to dump those investments and place financial bets against the companies when the tests returned disappointing results.
"The charges unsealed today describe cheating coming and going," U.S. Attorney Preet Bharara said at a news conference. The scheme unfolded "on a scale that has no historical precedent."
Martoma's trades helped reap a hefty profit from 2006 through July 2008, while he worked for CR Intrinsic Investors LLC of Stamford, Conn., an affiliate of SAC Capital Advisors, a firm owned by Cohen.
Cohen is not referred to by name in court papers but is frequently alluded to for his dealings with the defendant in the weeks leading up to an announcement about the drug trial.
The government has been scrutinizing SAC since at least November 2010, when the FBI subpoenaed SAC and other influential hedge funds. Martoma is the fourth person associated with SAC Capital to be arrested on insider trading charges in the last four years.
SAC spokesman Jonathan Gasthalter said the company and Cohen "are confident that they have acted appropriately and will continue to cooperate with the government's inquiry."
The FBI said the scheme developed after Martoma met a doctor in Manhattan involved in an Alzheimer's drug trial in October 2006. According to a criminal complaint, he later obtained confidential information related to the final results of a drug trial.
Martoma's attorney, Charles Stillman, called his client "an exceptional portfolio manager who succeeded through hard work and the dogged pursuit of information in the public domain. What happened today is only the beginning of a process that we are confident will lead to Mr. Martoma's full exoneration."
Martoma was arrested at his home in Boca Raton, Fla., and made an initial appearance in federal court in West Palm Beach, Fla., where he was released on $5 million bail on charges of conspiracy to commit securities fraud and securities fraud. He was scheduled to return to court Monday in Manhattan.
The defendant will have great incentive to cooperate with the government because the size of the gains would add years, if not decades, to any potential sentence upon conviction, said John Sylvia, co-chairman of the securities litigation practice at the Mintz Levin law firm in Boston.
He said it was clear from reading the court papers that Cohen was referenced frequently and was a likely target of investigators, though they might not be able to build a sufficient case against him.
"There's little doubt as to where the government's sights are," Sylvia said. "I don't think it takes Sherlock Holmes to figure it out."
The Securities and Exchange Commission filed civil papers in the case against CR Intrinsic Investors, Mathew Martoma and Dr. Sidney Gilman. The civil complaint said the illegal money was earned in July 2008, when various hedge funds traded ahead of a negative public announcement involving the clinical trial results of an Alzheimer drug being jointly developed by Elan Corp. and Wyeth, both pharmaceutical companies.
The SEC complaint said that Martoma carried out the scheme with Gilman, an 80-year-old professor of neurology at the University of Michigan Medical School who served as chairman of a safety committee overseeing the clinical trial. Gilman was selected by Elan and Wyeth to present the final clinical trial results at a July 29, 2008, medical conference.
Messages left with the University of Michigan Medical School were not immediately returned.
Gilman's lawyer, Marc Mukasey, said his client is cooperating with the SEC and the U.S. Attorney's Office, and has entered into a non-prosecution agreement with federal prosecutors.
A copy of the agreement released by federal prosecutors Tuesday showed that Gilman will forfeit nearly $187,000 that he received from Elan for consulting work in 2007 and 2008 and from an expert networking firm for consultations between 2006 and 2009 with Martoma's hedge fund.
Bharara said Martoma gained from "cultivating and corrupting" Gilman, eventually receiving $9 million in bonus pay for the year when the trades were made.
Martoma met with the doctor about 42 times, beginning in the summer of 2006, and eventually convinced him to start talking about the drug trial, prosecutors said.
The SEC said leaks by Martoma caused hedge fund portfolios managed by CR Intrinsic and by an affiliated investment adviser to liquidate more than $700 million in holdings in Elan and Wyeth.
The massive repositioning, the SEC said, allowed CR Intrinsic and various hedge funds to reap huge illicit profits and avoid steep losses.
"By cultivating and corrupting a doctor with access to secret drug data, Mathew Martoma and his hedge fund benefited from what might be the most lucrative inside tip of all time," Bharara said.
The prosecutor said the doctor sent him a draft of the 24-page presentation he planned to make at a conference announcing the results.
That is when Martoma "had to do a spectacular about-face because he understood that ? with these negative results looming ? the hedge fund's massive $700 million stake had become a terrible bet," Bharara said. "And so, just like that, overnight, Martoma went from bull to bear as he tried to dig his hedge fund out of a massive hole."
The news caused Elan's stock price to plunge by more than 40 percent. The price of Wyeth fell about 12 percent.
The bets against the drug developers brought additional profits totaling $76.2 million. That is roughly the same amount that prosecutors said former hedge fund manager Raj Rajaratnam made in illegal profits before he was arrested. The one-time billionaire is serving an 11-year prison sentence in what was once considered the biggest insider trading case in U.S. history.
A year later, a hedge fund employee recommended that Martoma be terminated, and he was let go in 2010, Bharara said.

In Cairns, the main city in?north Queensland?and a gateway to the Great Barrier Reef, cloudy skies and occasional rain partly obscured the view, but elsewhere viewing conditions were more favourable.
North Queensland's tourism body and NASA provided a live stream of the eclipse, which was expected to give a A$75 million ($78 million) boost to the region's tourism industry with many people travelling from around the country and overseas to catch the best view of the celestial show.
Authorities warned spectators to wear safety goggles, noting the sun remains incredibly powerful even when hidden behind the moon.
While?north Queensland?was treated to a full eclipse?at around 6.39 am local time (2039 GMT Tuesday), a partial eclipse?was visible in other parts of?Australia,?New Zealand,?Chile?and?Antarctica.
The last full solar eclipse?visible from?Australia?was in 2002, an event that was only visible in the nation's south. The next one, to be visible from?Sydney, is not due until 2028.

Arriving in Venice years ago, Robert Benchley, the New York journalist and wit, is said to have sent a mock-panicked telegram to his editor: ?Streets flooded. Please advise.?
After the enormous storm last week, which genuinely panicked New York with its staggering and often fatal violence, residents here could certainly identify with the first line of Benchley?s note. But what about the second?
If, as climate experts say, sea levels in the region have not only gradually increased, but are also likely to get higher as time goes by, then the question is: What is the way forward? Does the city continue to build ever-sturdier and ever-higher sea walls? Or does it accept the uncomfortable idea that parts of New York will occasionally flood and that the smarter method is to make the local infrastructure more elastic and better able to recover?
Gov. Andrew M. Cuomo on Wednesday gave a sea wall the nod. Because of the recent history of powerful storms hitting the area, he said, elected officials have a responsibility to consider new and innovative plans to prevent similar damage in the future. ?Climate change is a reality,? Mr. Cuomo said. ?Given the frequency of these extreme weather situations we have had, for us to sit here today and say this is once in a generation and it?s not going to happen again, I think would be shortsighted.?

But some experts in the field who have thought deeply about how to protect New York from huge storms like Hurricane Sandy ? and especially from the coastal surges they produce ? suggested that less intrusive forms of so-called soft infrastructure might prove more effective in sheltering the city than mammoth Venetian sea walls. Mayor Michael R. Bloomberg seemed to agree with them on Thursday when he said: ?I don?t think there?s any practical way to build barriers in the oceans. Even if you spent a fortune, it?s not clear to me that you would get much value for it.?
According to the experts ? architects, environmentalists and civil engineers ? large-scale projects like underwater gates are expensive, cumbersome and difficult to build. More important, they say, such undertakings are binary projects that work just fine until the moment they do not.
Whatever the way forward, Klaus H. Jacob, a Columbia University seismologist and an expert on urban environmental disasters, said the century-event of Hurricane Sandy could become, because of rising seas alone, an annual occurrence by 2100.
?We know what we have to do,? said Dr. Jacob, who predicted last week?s tragedy with eerily prescient detail in a 2011 report. ?The question is when do we get beyond talking and get to action.?
Among those actions already proposed are relatively minor alterations to the building code, to ban housing boilers and electrical systems in basements, and slightly more apocalyptic strategies, like one known as managed retreat, in which people would cede low-lying areas to the sea. While no one is calling for a mass and permanent exodus from the Rockaways, for instance, some experts, like Radley Horton, a climatologist at Columbia University, said that as parts of New York became more difficult ? and costly ? to protect, managed retreat needed at least to become ?part of the public discussion.?
Here, then, are three proposals ? some traditional, some fantastic, but all at least theoretically workable ? designed to reduce the effects of storms like Hurricane Sandy on three especially vulnerable New York neighborhoods: Lower Manhattan, the Red Hook and Gowanus sections of Brooklyn, and the northern shore of Staten Island.
Lower Manhattan

Picture a fringe of mossy wetlands strapped like a beard to Lower Manhattan?s chin, and you are halfway toward imagining the plan to protect the financial district and its environs dreamed up by the architect Stephen Cassell and a team from his firm, Architecture Research Office, and a partner firm, dlandstudio.
?Our goal was to design a more resilient city,? Mr. Cassell said. ?We may not always be able to keep the water out, so we wanted to improve the edges and the streets of the city to deal with flooding in a more robust way.?
Among the most disturbing images to emerge from the aftermath of the storm was that of a pile of cars floating upended in the waters of a parking lot near Wall Street. Lower Manhattan, where most of the borough?s power failures occurred, is vulnerable to floods like this not just because it sits low in relation to the sea; it also juts out on heaps of artificial landfill, into the fickle waters of New York Harbor. It is probably not coincidental that the flooded areas of Manhattan, largely correspond to the island?s prelandfill borders.
To prevent incursions by water, Mr. Cassell and his planners imagined ringing Lower Manhattan with a grassy network of land-based parks accompanied by watery patches of wetlands and tidal salt marshes. At Battery Park, for instance, the marshes would weave through a series of breakwater islands made of geo-textile tubes and covered with marine plantings.
